The Prime Minister, Head of Government has called on all project owners and delegated project owners to strictly comply with the combined provisions of the Public Contracts Code and Decree No. 2018/4992/PM of 21 June 2018, setting the rules governing the maturation process of public investment projects, prescribing the prior and duly certified maturation of all projects benefiting from public funding.
Chief Dr. Joseph Dion Ngute gave the instructions while chairing the 23rd session of the National Road Board. The session held via videoconference 10 November 2020.
It was under the theme “Technical studies at the heart of the maturation process of road projects, and, contract engineering in the road project cycle”.
Dion Ngute specifically instructed the Minister of Public Works to submit to his sanction, the draft instrument making the technical maturation guide for projects enforceable, and to ensure its popularisation.
He saluted the progress that has been made in the road sector from the last session including the modernisation of the contracts mechanism for road projects, the reform of the public contracts code, the setting up of a special mechanism for the advance payment of compensations, as well as the continuation of the process of securing transport documents.
The session also featured presentations from the Ministers of Public Works and Public Contracts. Minister Emanuel Nganou Djoumessi of Public Works in his presentation stressed on the importance of technical studies in the maturing process of road projects, specifying that it is through this that the elements to ensure the maturing of an investment project are generated directly or indirectly.
He added that the quality of technical studies determines the reliability of road infrastructure in terms of cost, control, execution, times, and durability of the works carried out.
On his part, Minister Talba Malla of Public Contracts, revealed that the public contract engineering is the life cycle of road projects is a strategic lever for the development of road infrastructure.
He said it is imperative for it to be clearly defined while the validation process of technical studies is conducted with rigour and objectivity.
He also pointed out the need for the greater involvement of small and medium sized national companies in the implementation of road projects by allocating to them works and services, appropriately sizing the evaluation and qualification criteria as well as promoting co-contracting or subcontracting.
