General Managers of state-run regulatory agencies under the umbrella of the Cameroon Forum of Regulatory Institutions, FIRC, have taken a commitment to federate forces towards ensuring Cameroon’s economic emergence via respect of best practices and good governance within all sectors.
The commitment after adopting their 2021 roadmap during FIRC constitutive General Assembly Friday 26 March 2021 at the Monte Febe Hotel in Yaounde.
The forum comprises ten members, including the General Managers of: Hydrocarbons Prices Stabilization Fund, CSPH; Electricity Sector Regulatory Agency, ARSEL; National Agency of Radiation Protection, ANRP; Standards and Quality Agency, ANOR; Public Contract Regulatory Agency, ARMP; National Ports Authority, APN; National Agency for Information and Communication Technologies, ANTIC and the Telecommunications Regulatory Board, ART.
Addressing his peers while opening the forum, its President who doubles as the General Manager of the Douala Ports Authority, Josue Youmba, stressed on the timeliness of the forum, stating, that deliberations would help improve performance.
“That is the best way for us to make sure that our economy has been modernize and improved wherever the regulatory institutions have something to do,” he said, promising that the forum will help government implement all its policies especially those it lacks the necessary expertise to do. They (regulatory agencies) are there to advise and to give necessary advice to government so that best practices and governance is applied,” he said.
The GA was equally used to examine and adopt the chart of FIRC that would have a rotatory presidency among members, its 2021 plan of action and budget. Youmba expressed gratitude to members for the confidence and trust bestowed on him to chair their meetings and to prepare and the constitutive GA which marks the culminating point of work which started years back.
Youmba who equally doubles as eldest member of the forum stated that it would bring regulatory institutions together and unite their forces so as to improve and optimize the regulation of public services unity and support the state in implementing policies.
He on behalf of FIRC members thanked the Prime Minister Head of Government, Chief Dr. Joseph Dion Ngute for consenting the creation of the forum and promised that it will remain a platform to ensure synergy between regulatory agencies towards the country's emergence.
The President urged members to work in line with the instructions of the PM in ensuring the platform remains that for reflection, sharing of experience in finding common solutions to problems, ensuring corporation and synergy to improve output.
Imitated in 2015 by Jean Pierre Kedi, former GM of ARSEL and Joseph Ngo GM of ARMP, from experience they gathered from Midrand, South Africa during deliberations of the 12th AFUR annual conference, FIRC, is an ideas, information and experience sharing avenue for agencies dedicated to public service utility regulation.
It would according to members serve as a mutual capacity building platform with a view to enhancing the expertise of regulators, support to the state with a view to achieving the desired impacts through the implementation of sectorial policies, contribute to the harmonization of public policies in terms of regulation, promotion of good governance and autonomous regulation of public services and support for national and international initiatives in the fields of regulation, resource mobilization and development of cooperation between members.
