Int’l Institute of Certified Forensic Investigation installs New Board Members

Newly elected members of the Executive Board of US-based International Institute of Certified Forensic Investigation Professionals, IICFIP, have been installed into their functions. The new team wwwas put in placed following the institution’s Annual General Assembly, AGM, which held at the GFAC hall in Yaounde Saturday October 16, 2021.

The AGM of the prestigious institution held under the watchful eyes of numerous officials including the IICFIP African Continental Director Dr Linus Enobi Akepe. The new team is led by Dr Mokube Mathias Itoe as Cameroon Country Director.

Other members of the new Board of IICFIP Cameroon Board include: the Chairman, Ndangoh Calvin Tah; Secretary General, Bushu Emmanuel; Treasurer, Francine Happi Afanji; Mobilisation Directors Nkasah Stephan Bekeneh and Mbu Jarvis; Professional Liaison Directors, Ngole Roland and Dr. Langa Micheal; Minute Secretary, Midjet Ebonlo Regine; Training Directors, Valentine Okale Dang and Louis Valentine Abena India. 

The new board also has devolved services at the regional with the putting in place of Regional Directors. For the South West, Enades was voted as Director; North West had Atech Olympian while the Centre region got Valentine Wupongwuh. Mr Kole Ebang Paul will head the structure in the outh region while the Littoral will have Cho Ndifor Cornelius. The three Northern regions will have Dr. Mosoko Jebea. The renowned forensic institution will have as advisers Mr. Aloysius Vutumu, Pa Paul Acha and Dr. FERDINAND Abangma.

In his speech after his election, the new Cameroon Country Director of IICFIP, DR. Mokube Mathias Itoe, said he was deeply touched for the confidence placed in him by the Institution. He saluted the transparent, constructive and positive manner in which the transition was done, noting that it is a clear sign that the incoming and the outgoing leadership share the same respect for this organization, its mission and its mandate.

He hailed Professor Kelly K. MUA and Dr. Michael FOSSUNG, who have served IICFIP Cameroun in their leadership positions and contributed substantially to the success of IICFIP Cameroon Country Office with their knowledge and insight. 

Mokube Itoe pledged to be a team player and to work for an IICFIP Cameroon Country Office that strives to achieve its missions by applying modern forensic science and technology, adopt innovative approaches to forensics in a multitude of fields and disciplines as well as identify new ways to improve performance and service delivery and intensify collaboration with academia, government institutions, parastatals and the private sector. He promised to pay special attention to youth, noting that they are future of the country and the hope of a modern, thriving, developing, corruption free and prosperous nation. 

“As new Country Director, I plan to take necessary measures, in order to elevate staff morale, make IICFIP more dynamic and further increase the satisfaction of our members with our work and delivery. I strongly believe that this is achievable, by establishing dialogue, building trust, increasing efficiency and focusing on accountability,” he promised, adding that hi wish ias to make the body more dynamic, transparent and inclusive in the coming three years.
In his address, the African Continental Director of IICFIP, DR. Linus Enobi Akepe, told guest that that the International Institute of Certified Forensic Investigation Professionals is the professional membership organization that not only brings together forensic investigators but also provides forensic investigation skills training to all that are interested.
He said IICFIP’s vision is to be the leading forensic investigation accreditation training and standards setting body institute in the World by spreading our wings in all countries enabling our members to automatically bring to their clients global best practices in their performance of forensic investigation practice.

“IICFIP’s mission is to promote excellence of forensic investigation skills globally by carrying out accreditation and other training in all countries across the globe evolving standards for forensic investigation processes and creating a process for validating new approaches to forensic investigation,” he said.

The institution, he said, also aims to create a Common Body of Knowledge (CBK) for forensic investigation processes in forensic investigation profession: Certified Forensic Investigation Professional. IICFIP delivers the professional accreditations or certifications in: Certified Anti-Corruption Consultant, CACC; Certified Medical Investigation Professional, CMIP and Certified Digital Forensic Professional, CDFP.

Citing the IICFIP Global Chairman, Pr. K Rama SUBRAMANIAM, the African Continental Director said the “…challenges faced by a forensic investigation professional keeps changing, and he / she is expected to continuously innovate in order to meet the growing complexity of the forensic process”
He told guest that the institution has disciplines in forensics including Forensic psychology, forensic accounting and audit, questioned documents, trace evidence, controlled substances, biological screening, fire debris/arson analysis, impression evidence, blood pattern analysis, crime scene investigation, medicolegal death investigation, digital evidence, background checks and screening etc.

He said forensic training can provide the 21st century knowledge and analytical skills to personnel and staff that will enable them manage contemporary problems and challenges related to fraud or white-collar crimes, corruption, non-compliance with statutory provisions and ethical irregularities in corporate organizations and public institutions.

“In  development  thinking,  weak  governance  and  corruption  are  seen primarily as challenges to the efficient delivery of outcomes such as health, income  growth,  education,  infrastructure,  and  a  thriving  private  sector. There  is  no  doubt  that  failures  of  governance  and  corruption  do  present such  challenges.  For the layman, fraud and corruption in Cameroon is regarded as a way of life, a norm in public service or a culture that cannot be wished or washed away. Auditors often concentrate on error detection and regard fraud and corruption as a secondary or even tertiary assignment in a given engagement,” he explained.  

The primary role of Certified Forensic Investigation Professionals (CFIPs) or forensic accountants, he said, is to examine incidence of fraud in financial records. Auditors are fact witnesses, whereas Forensic investigation professionals or forensic accountants are expert witnesses. IICFIP, he added, can help you in training staff to acquire this expertise and providing seasoned experts for punctual or recurring assignments.

About new Cameroon Director
Dr. MOKUBE Mathias Itoe is an Administrative Officer with over fourteen years of working experience in the Cameroon Public service. He is currently a senior official in the Cabinet of the Prime Minister, Head of Government. He formally served in the Ministry of Finance (MINFI) for ten years where he gathered experience in Budgeting, finance management, salaries management, risk management, coordination, fraud and investigation, mail management. 

In MINFI, he occupied the functions of Head of the Mails and Liaison Service, the focal point for Fraud and investigation in the Minister’s Cabinet, and Bureau Head for Budget in the General Secretariat. He worked immensely in the computerization of the mails system in MINFI. 

He holds a PhD in Business Administration with concentration in Governance. He is equally holder of two Masters degrees: Masters in Finance Management and Masters in Accounting, Control and Audit. He has a post Graduate Diploma in Management and a Bachelors in Accounting, Control and Audit. He has over seven international certifications: Certified Professional Forensic Accountant, Certified Manager, certified Enterprise Resource Planner, certified archivist, certified Sig Sigma Greenbelt specialist, certified project manager. He has undergone training in close to 10 countries worldwide (China, Germany, Cape Verde, Senegal, Armenia, Nigeria, Ivory Coast, Uganda, Kenya, UAE…). He is a visiting lecturer of accounting, control, and audit in some Universities. He is equally a lecturer of systems audit and control.
