National Decentralisation Board Meets: Decentralization Stakeholders Urged To Ensure Effective Operation Of Regional Councils

The Chairman of the National Decentralisation Board has urged all stakeholders of the sector to ensure the smooth and effective functioning of the regional councils. Chief Dr. Joseph Dion Ngute was speaking this week while coordinating deliberations at the first ordinary session of the national decentralization board for 2021. The session hinged on evaluating progress made and the difficulties encountered in the setting up of regional councils. 
Decentralization and Local Development Minister, George Elanga Obam who doubles as Vice Prsident of the board said much has been covered as far as legal frame work is concern with texts governing the functioning of the regional councils and attributes of the special status for the two English-speaing regions completed.

Obam revealed that most of the 20 ministries concern have already produced draft text to govern the transfer of competences while the provision of experts to boost the capacity of regional councils to manage resources is being addressed. He said available options would include detachment of experts from central services and the use of experts of the local civil service. 

“Nine of ten of the regional executives have already adopted their budget. The question of competences is well addressed and we are finalizing the text. The question of human resources is also been addressed. The text concerning the local public service will soon be published. We can say that the process is well monitored and things are quite good,” Obam said.

The Minister of Economy Planning and Regional Development (MINEPAT) in a presentation which focused on the performance of councils said an 88% execution of projects transferred within the frame work of decentralization were executed. 

The members of the board examined the critical steps necessary to implement the public administration model of decentralization cherished by the Yaoundé regime. The minister of decentralization was tasked to draft the necessary instruments necessary for the process, organize systematic training sessions for council and regional executives.
